ACTION RESEARCH: PROMOTING BEST PRACTICE IN COMMUNITY-LED LOCAL
DEVELOPMENT IN COUNTY CARLOW
CARLOW COUNTY DEVELOPMENT PARTNERSHIP CLG
Carlow County Development Partnership CLG was established in **Apply
on the website**, and is responsible for the strategic management and
delivery of a range of publicly funded economic and social development
programmes and initiatives to individuals, enterprises and communities
throughout Carlow Town and County.
This tender is being funded under the Carlow SICAP programme, with the
support of the County Carlow LCDC.
The aims of the SICAP Programme are to reduce poverty, promote social
inclusion and to improve the life chances and opportunities of those
who are marginalised in society, living in poverty or in unemployment.
It does this through a community development approach, and through
targeted supports and inter-agency collaboration, underpinned by the
values of equality, inclusion and social justice.
CONTEXT
Community-Led Local Development (CLLD) is a core ethos and value of
Carlow County Development Partnership (CCDP). It is integral to the
delivery of SICAP, LEADER and the other programmes and initiatives we
administer. It recognises that communities have knowledge, insights
and experiences that ought to be systematically respected and
harnessed. CLLD implies the empowering communities ? geographical,
interest and sectoral. CLLD also involves enabling stakeholder
collaboration and ensuring that social inclusion and anti-poverty
measures are embedded in partnership approaches - with the statutory
sector supporting communities to realise visions that are sustainable
in economic, socio-cultural and environmental terms.
Over the past twenty years, CCDP has both promoted and supported CLLD.
We pursue animation and capacity building; we deliver training; and we
invest in community-led projects and initiatives. Our engagements with
communities underscore the need for a comprehensive and practical
manual, guide or toolkit that community and voluntary groups can use
in order to strengthen their development capacity and their ability to
leverage supports.
AIM
This piece of action-research will produce a bespoke CLLD-toolkit that
identifies and articulates key principles of CLLD, and which provides
community and voluntary groups with guidance and advice on how to put
these principles into practice in their own contexts.
